2x7A DC Motor Driver No reference input voltage (5v)

Hi,
I have purchased 2 pieces of 2x7A DC Motor Driver, however when i test it according to the example diagram, i can't get a reference input voltage that's supposed to power my microcontroller. I tried using 10v and upto 20v but still no voltage reading from the input. The driver led(yellow DS2) turns on.
does it mean that my 2 drivers are faulty?
