The MiniQ kit has an integrated microcontroller (arduino leonardo) as well as several other built in actuators (RGB LED, buzzer, encoder, programmable buttons, IR sensors, compass IC, etc.) it is aimed as an introduction to robotics without the user having to make many connections, while being able to learn about the features at the same time.
The Turtle is more of a robotics platform where the users adds their own features as they wish.
Both are 2WD, and have a circular platform, that's about the only similarity!
