Does anyone know if the DFR0304 wireless gamepad can be programmed? And if so how? Or is it possible to write the firmware of the DFR0182 and use it as an arduino controller?

The DFR0304 wireless gamepad cant be programmed, no need programming. More detailed info you can refer to the product wiki.
Its impossible to write the firmware of the DFR0182 and use it as an arduino controller. The mcu of DFR0182 is atmega32u4, uno is atmega328. If you are going to burn the firmware of uno to leonardo, it will not be successfully. Wendy.Hu
