LATTEPANDA fails to boot: no blue/no red leds

yesterday i have try to normally boot lattepanda using the same power that we have used month ago. When I connect the cable I see blue led just for a second and then the it is dead!...
now when I connect the cable i don't see any leds....
how i can fix this issue?
there is the possibility to flash bios via PC?
Is it possible to fix whithour RMA?
