Unable to get Encoders for DC Motors to work

For the 12V Low noise DC Motor 146RPM w/Encoder SKU:FIT0277 Brand:DFRobot
I'm unable to get the Encoder to output pulses. I've hooked it up via the Encoder Board with the 4 wires for the encoder interface as follows: 1) Black to Ground, 2) Red to 5V, and 3) Blue and Green as encoder outputs.
When I monitor the outputs on the Blue/Green (A/B) wires, I only see 5V high even as the motor/wheel to which its attached is rotating. I tried using an Oscilliscope and only see 5V high even when the motor is rotating.
EDITED: The Encoder adapter seems like it has 2k Ohms as expected between Vcc and the B/A terminals. So its looking like the encoders attached to the motors themselves are not producing signals when the motor rotates.
