SEN0204 Using without Gravity Board

Hi Im trying to confirm if SEN0204 XKC-Y25-T12V us usable without the gravity adapter board?
I've tried running 5v to brown, GND to yellow and signal to blue but when water is detected I am only reading 0.8V and 0.4v when no water detected. Using the Gravity board shows expected value of 5v on water detection
