Fingerprint Sensor SEN0359 - FAR FRR EER

I am confused. The module security level of the Fingerprint Sensor SEN0359 is described as per table below ([FAR + FRR] / 2 = EER). I learned that the lower value of EER indicates higher reliability of the biometric device. 

Does this mean that Level 2 is stronger that Level 1 ?
