Is pinout the same as BLE-LINK (TEL0073), i.e. RX=P0_3, TX=P0_4 and CTS=P0_5?

Yes, I found another schematic of TEL0084.
And the master chip of TEL0084 is “CC2540”, it seemed to have the same pinout of the serialport side of TEL0073.
Or you can search the datasheet of CC2540 to check the pinout
