SD card / Flash Serial Data Logger

All files created on the SD card / QSPI flash have a time stamp of 1/1/1980 05:30. My application has access to date and time. Is there an API that allows me to (1) Choose time/date for time-stamp (2) read file names on the storage (3) choose filenames and (3) delete chosen files?
