Terminal Block Shield for Arduino Mega (DFR0921) Vin power problem

i put the shield (DFR0921) to arduino mega and i connect 12,2 volt battery to Vin ang GND of the shield. I expected it to supply arduino mega as well as give voltage to pin 5 and 3.3. Nothing, it doesn't give anything. What am I doing wrong;
