Gravity: GNSS Module Disable Power Testing

I recently bought the Gravity GNSS Module and I wanted to test the power consumption when disablePower() is passed to the device. When the device is on, the multimeter reads 30mA on the power line. However, when I call disablePower() the current reading jumps up to 40mA. What could be causing this and how would you recommend accurate power readings for this module?
