Compute Module 4 IoT Router Carrier Board

I have purchased QTY (2) of the Compute Module 4 IoT Router Carrier Boards and QTY (2) new CM4s from Newark. The issue is that neither device is seen when attempting to flash the emmc (it just sits there searching for the device). The dip switch is moved into the correct position and just nothing. Any suggestions would be great. I really appreciate any help you can provide.
