Board Manager / Arduino IDE Problems

Has anyone run into this error when downloading the DFRobot ESP32 Boards package in Arduino IDE

Error: 2 UNKNOWN: Get "http://download.dfrobot.top/FireBeetle/tools/xtensa-esp32-elf-gcc8_4_0-esp-2020r3-win32.zip": dial tcp 47.104.67.158:80: connectex: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
