Need help getting FIT0458 to work

I am using the FIT0458 motor with encoder and need help getting it top work. I have set it up exactly as shown in the linked page and am running Encoder Sample Code 1 on an Arduino Uno. The motor is not hooked up to anything. The unit is not registering any pulses when I turn the shaft by hand.
Can someone please help me get this working?

2018-01-11 18:55:32 I made a test and the encoder worked well according to the wiring on the wiki

robert.chen 2018-01-05 08:38:10 I triple checked the wiring. Then I noticed that the encoder board is marked. The instructions on the page I linked above are wrong. Pins 3-6 are reversed. They should be:
Pin 3 Vcc
Pin 4 GND
Pin 5 encB
Pin 6 encA
or the numbers in the diagram should be reversed, with pin 3 at the top and pin 6 at the bottom.
