However, the sensor maxes out at its maximum distance when placed on the metal surface. I want to access the echo data or raw values to develop my own algorithm for accurate measurement. How can I adjust the sensor to achieve this?

The algorithm of the URM14 has been encapsulated by the internal chip, and the original value of Echo can no longer be obtained from the RS485 interface.
In fact, URM14 is not a good choice if the measurement liquid level. You can check on the KIT0139:
