Solar manager (DFR0559) not fully charging 3.7V battery

Hi,

My Solar manager isn't charging my battery to 3.7V. It's been charging for days now and the highest reading that I get on my battery is 2.9V. I measured the input from the solar panels at 4.5V. I also measured the BATT IN. It read only 1.5V. 

Is this solar manager broken or am I doing something wrong?
