Solar Manger Board for 12V lead acid board. im confused

unsure on why the board is doing this

as seen in the attached photo for the 5V (OUT1)  when i have nothing across the blue pins it defaults to one even if turn the power off and back on, when i have the pin jump across the off and EN1 it still defaults to on and turning the power off and on. 

When the jumper is across the On and EN1 it turns off even then u turn the power off and back on.

This doesnt make any sense.

HOWEVER when the jumper is across the On and EN1 and then i connect my arduino across the Red and back pins (OUT1 and Ground) (which goes to the 5V pin and ground pin)   nothing happen but then when i connect a seperate ground wire over to the gnd of the 12V blue pin it suddenly turns on.  

Im confused
