I purchased this product, and it is drawing significantly more than 125 mA at 5V. It's drawing closer to 600 mA. I don't want to drive it beyond specs, so could you please clarify whether it is rated to that current. If not, if I operate it at a lower voltage so as not to exceed 1 W, will it sill have 25 kg holding force?

If you haven’t already discovered it’s not a good idea. The magnet you got is junk. Resistance is far too low on your magnet. You’d have to operate at like 2 volts to hit spec current. Then you’d also only be producing like 500ish mW. So at half the spec wattage.
