SEN0170 - wind speed sensor not outputting expected voltage

First time using SEN0170 and not getting the expected output voltage. I get same results using 12v or 24v input power source.

 

12V DC power input:

RED = 12v positive

BLACK = 12v negative

YELLOW = Multimeter positive

BLACK = Multimeter negative

BLUE = NOT USED

 

Output is a constant ~9 mV. Doesn't change if wind increases/decreases. According to the connection diagram, the wiring is correct. Do I have a bad unit perhaps?

The SEN0170 wind speed sensor may not output expected voltage due to wiring issues, insufficient power supply, or sensor damage. Verify connections, supply voltage, and test with known wind source. https://appsgb.pk/

The Arduino and the anemometer's power supply should share common grounds. Check if you are doing that.
