SEN0170 - wind speed sensor not outputting expected voltage

12V DC power input:
RED = 12v positive
BLACK = 12v negative
YELLOW = Multimeter positive
BLACK = Multimeter negative
BLUE = NOT USED
Output is a constant ~9 mV. Doesn't change if wind increases/decreases. According to the connection diagram, the wiring is correct. Do I have a bad unit perhaps?

GeorgeEvelyn The Arduino and the anemometer's power supply should share common grounds. Check if you are doing that.
ahsrab.rifat Not using an Arduino. Only using a power supply and a multimeter to measure output voltage.
