dfrobot rover v2

I have a rover v2 that is malfunctioning.
It appears to be a power regulator issue.
When powered by battery nothing plugged into the xbee slot works properly. Nor does a wifi breakout on the 5 v line.
But when powered by just the usb port everything works. If I then turn on the battery everything stops again.
I have measured the voltage at the 3.3, 5.0, outputs from both the ams1117 2.2 and 5.0. I don't have an oscilliscope so I can't see if there is noise.

Any thoughts on which chip is causing this behavior? How to diagnose further?
A rover plugged into the usb isn't going to rove.

I have a copy of the schematic which I downloaded from DFRobots wiki a long time ago. But They appear to be removed now.
I purchased this from DFRobot, but the only link I can find now is on Robotshop's site.

2018-03-10 05:37:27 I have tried with a 7.4 lipo and the 8.1 wall wort, both from DFrobot.
Rover basic version 2.0 I think the part number is DFRobot(DFR0086)
