SIM808 GPS/GPRS/GSM ARDUINO SHIELD

we recently purchased SIM808 GPS/GPRS/GSM Arduino Shield, however after trying different sim cards, the shield wont connect to a network. the network light just flashes, it should flash every 3 seconds, but it does not.
