SEN0193 Lower voltage than stated ouput 0 - 3vdc

I am using a Raspberry pi 3 and the following ADC (https://www.ereshop.com/shop/index.php? ... f47e666bf8) over I2C. When I read the sensor I get the following values:
In Water: 153 Raw Value, 24.1mv
In Air: 175 Raw Value, 28.1mv
I've followed the wiring diagram and can see no issues. Can anyone help me workout whats going wrong?
