DFR0010 not connecting to Arduino IDE 1.8

I need help programming a DFR0010 board that I purchased from Digi-Key.com. I followed the instruction in the product documents to no avail. I also installed the dpinst-amd64.exe located in the Arduino\driver directory but nothing changes.

Could someone please help me with this?
