3.3V Power on Out without Battery?

i am new to this IOT world. so to start and try i got a set include a
Solar Power Manager Micro (2V 160mA Solar Panel Included)
my question on the out 3.3V - i had added a solarpanel and a Battry too. but did not charge so i removed the battery and got a 3.3V out Put but only a 1.8V input from solarpanel, is this normal or did i do wrong mesurment?
i also removed the solar panel and still hat 3.3v on the Out - where this V came from?

yes i found and did read, but it is english so i am not allways to sure.
is there on the Board a chip saving for a couple of time the Current?
