RS232-TTL 3V or 5V?

A few days ago I bought the RS232-TTL Converter to connect my arduino to the PC via the serial port.

It worked well for a few days but suddenly it started to fail (now, I can not send or receive to PC). Furthermore, the converter (powered by the Arduino withn 5V) has been always very hot (when connected to an external power source voltage is reduced to 3V). My questions are:

- What is the voltage needed by the converter? 3V or 5V??
- It may have been broken because of using 5V to powered it?
- There may be misconfigured in some way, for example, the bauds and therefore not work well now?
