Contrast issue with 3 wire LCD Serial Module

I am driving the 3 wire serial LCD Module [with the module on the back].

Unfortunately, whilst I can successfully drive it from a Arduino and display content, the contrast pot on the back does not seem to work at all. Backlight goes on and off put contrast pot on the daughter board has absolutely no effect.
I know the main LCD board has pads for a Pot but they are not populated.
Is this normal behaviour? at the moment it's unusable and very frustrating as you can just see the display with the backlight on at one slight angle only.
