DRPlayer Pro will not Format in Windows

I have a DFR0768 connected to Windows 10 via USB-C cable. Windows detects the drive and asks to format it before use. When you attempt to format you get "Windows was unable to complete the format".

What is the problem here? Is this unit defective out of the box?
