Vary speed with 7A Dual DC Motor Driver

Recently got a "https://wiki.dfrobot.com/7A_Dual_DC_Motor_Driver_SKU__DRI0041" which set up and copied the code. Connected it up and everything worked as expected.
Though when I went to adjust the speed from the hard coded 200 it didn't work as expected. If I went much lower then 200, the motors stopped all together and going above 200 have no difference at all.
Is there something I'm missing or a common mistake as I would have expected to be able to control the speed. I know the motors can run on much lower voltage and amps (at a slower speed).
Any thoughts or suggestions would be great.

When the microcontroller operation voltage is 5V/3.3V, then please connect the reference voltage 5V/ 3.3V from the microcontroller. Or you will fail to control motors.
