SKU:TEL0148 dont generate CONFIG.TXT

Good I have the Fermion: Serial Data Logger for Arduino, the problem is that when I start it (either with an external source, with the arduino or with usb) I do not generate the CONFIG.TXT file, and that the card is formatted in fat32, any suggestions or help please? because without generating that .txt file I can not start saving data.

Please be careful not to supply power to the USB and IO of the module at the same time.
When the VCC and GND of the module are connected to the 3.3V/5V DC power supply of the Arduino, keep it for more than 2 seconds, and then the SD light of the module will flash once, which means that the module automatically generates the CONFIG.TXT file.

I'm also facing the same problem of not generating the CONFIG.TXT ( I shall be able to see it if I take out the card and plug it to my Notebook right?)
I'm using a brand new micro SD card which is formatted into FAT32(checked with notebook).
I've inserted the card to the SKU:TEL0148 module, and then I hook the VCC and GND to an DC power supply.
I've set the power supply to output 3.4V and limited under 100mA ( power consumption was 23mA according to the product wiki page).
SD LED didn't lit up nor blink, and the power supply shows it is consuming 0.016A at 3.39V
By the way, I also tried powering it through 5V/GND with 5V output, the SD LED would lit up for about 2 second.
What else could I try?
