SEN0114 Soil Moisture Sensor Not Working Properly

I am having trouble with my SEN0114 soil moisture sensor. When I connect it to my ESP32 and run a serial monitor, it displays a value of over 2000. When I place the sensor in slightly moist soil, the value stays at 4095.

 

I have tried the following troubleshooting steps:

 

-I have checked the wiring and it is correct.-I have tried different soil types and the problem persists.-I have tried different power supplies and the problem persists. 

I am not sure what is causing this problem. Can anyone offer any suggestions?
