Hello,
Can some one tell me if I can solder a 5Vdc positive and GND to the bottom pads on the side of the USBC female connector instead of use the acutual usb c plug or do I have to use the USB C.

You can solder 5V and GND directly to the power pads of the USB-C female connector.
Make sure you're connecting to VBUS and GND pads only.
If the power is from a fixed 5V source, and you're not using USB negotiation, this is safe and acceptable.

In regards to the DFR0668, does this allow a system to be powered from the external 5V USB supply while at the same time charging the battery from the 5V USB supply (supplemental charging)?

Yes, you can solder a +5VDC and GND on to the pads on the bottom of the board near the USB port. Just make sure the +5VDC is soldered to VIN.
