Problem with uploading sketch to Arduino

I have a LattePanda 4G and I am trying to upload a new sketch to the Arduino but the com port keeps dropping out on me.. I have done the reset Arduino trick but the com port(COM5) never returns unless I restart Windows..

The Com port is dropping right when the upload starts.. Below is the error msg..
