DEAD Lattepanda 2G/32, can any one advise

HI,

I purchased a 2G/32 Iot Lattepanda about a week ago and after a couple of days it started crashing into blue screen and rebooting.
Have loaded nothing on it, just was using dfrobot at this stage and a browser.
Ive Tried hard reset etc as per other forums and also tried the win10 install from lattepanda site to flash but nothing working.

I cant boot into bios either to change boot etc.

I may have a dud board, is this the case??? Can I send this back for replacement?

or is there another way to get it booted.

Ive tried several power supplies and currently is plugged into mains power via USB connector, so seems ok for power.

This is what it does as of this post:
Power on>>
Red Led solid, blue LED light flash slow
then after 10 secs Blue LED goes solid and faint. Red LED still solid
The board seems to sit like this for 10 mins or more with no change even after pressing power button.

Hope to get help as very keen to use this board for a major project.
