Gravity: 130 DC Motor

Has anyone here used this Gravity motor? I received mine today and I'm hoping I got a bad one. It seems to be very weak, won't turn with even the slightest resistance, i.e. load, and most of the time needs help to even start rotating. Even the supplied fan blade is almost too much for it. You have to manually turn it to get it to spin and then it will sometimes slow to a stop. I can't get the sample code to work at all so I used the Arduino PWM example.

Does it need the io expansion shield to function properly? I wouldn't think it does.
Any suggestions?
