SEN 0189 TURBIDITY SENSOR - zero volts

Having difficulty with a the SEN0189 Turbidity Sensor. Only getting 0.0 V from A0. I've checked the connections, wiring, etc. and everything seems to be fine. Is there any other trouble shooting that I can do, e.g. are the diodes on the sensor supposed to light up? (mine don't).

2018-04-10 01:31:23 This is connected to a Arduino 5V Pro mini along with a RTC and microUSB. Both of these check out fine.

In the close up image, the blue wire is connected to A0, red to power, black to ground. This was pretty easy to connect and to code. Also why its frustrating to not be able to figure out what is wrong.
