I've been in touch with DFROBOT technical support team and they confirmed that this is the correct Deep Sleep current unlike what is mentioned in the product data sheet which they will adjust.

however; they suggested to do a modification to the hardware as below:

The reason for the high power consumption of DFR1139 is that the peripheral circuit design of Loxin module requires pull-up of IO16, which cannot be suspended. So if users need low power consumption, you can remove the original 10k resistor to 1M resistor.

Resistor position is here, please proceed with caution. Resistor Parameter:0402 10K

i have done the modification and Deep Sleep current dropped to 18uA, but I am not sure if this affects the overall performance of the module. you have to try for your self.
