Help choosing battery board

So I want to charge a 500mah 3.7v lithium battery(battery A) through a microusb and I want that battery to power another lithium battery(battery B) 200mah 3.7v. I need voltage going to battery B to be greater than its current voltage so it can fully charge, so maybe 5v output from A to B. Also I want to add a power switch to turn off battery A. This is for a portable device. Which module is best for this purpose? Please and thank you whoever helps.
