USB/TTL Raspberry Pi GPS Tracker - Low PPS Voltage

Hi all,
I've just received my USB/TTL Raspberry Pi GPS Tracker (SKU TEL0119) and i'm intending to use the PPS however I note that the voltage is quite low.
The manual for the L80-M39 states the voltage should be VOHmin=2.4V VOHmax=3.1V. On my scope however I'm getting around 0.4V max every pulse which isn't high enough to trigger my other device.
Anyone have any ideas?
Only thing I can think of is the LED maybe driving down the voltage?
