5V Solar Manager Not Powering Rpi Zero

I have hooked up my solar panels to the manager. I am getting voltage across the panel, and the battery, but when I plug in the pi, it does not power. Tinkering a little and clicking the boot button got it to power up once, but it was blinking that the power was insufficient. I cannot find a solution, is there something else I need to do?

The official recommended power supply for Rpi Zero is 5V 1.2A, and the USB port on the DFR0559 has a maximum output of 5V 1A. The Rpi Zero will increase power consumption when performing some complex tasks.

This looks like not enough output current/power from the solar panel.
