SEN0233 - Temperature and Humidity

where is the Temperature/Humidity sensor installed in the SEN0233 ? ( https://www.dfrobot.com/product-1612.html )
Does it measure the air-intake temperature/humidity or it measures the internal temperature of the sensor itself - because it doesn't seem like it measures the external temperature...
tried looking in the data sheet but there is nothing about the placement of the temp/humidity sensor.
So far we noticed that the temperature shown by SEN is always higher than the external one, example:
Today we have -10.0C
Sensor shows: +0.10
Last night we had: -15.0C
Sensor showed: -5.0C
